Military and Overseas Voters
The Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA) establishes provisions for absent uniformed service members and U.S. citizens residing outside the country to register and vote.
Who are UOCAVA Voters?
- Military members of the United States Uniformed Services
- Spouses and dependents of military members
- U.S. citizens living overseas temporarily or indefinitely
UOCAVA voters are U.S. Citizens who reside outside the U.S. (i.e., overseas). They are eligible to receive a ballot from the state/county in which they last resided immediately prior to moving overseas. UOCAVA voters who were born outside of the U.S. are eligible to receive a ballot from the state/county where their parents last resided prior to moving overseas.
UOCAVA voters may register to vote and request an absentee ballot by completing a Federal Post Card Application (FPCA). The completed FPCA must be received by County Elections Division by:

UOCAVA voters already registered may request for an absentee ballot by completing a Federal Post Card Application (FPCA) and submitting it to County Elections Division no later than seven (7) days prior to the election. UOCAVA voters will need to submit an FPCA request for an absentee ballot each election year.

Ballots will be sent out forty-five (45) days prior to the election pursuant to federal law. UOCAVA voters may request to receive their ballot by mail, email, or fax. Voted ballots must be received by the County Elections Division by 7:00 p.m. on Election Day.
